The above layout can be made from any of the Thomas sets we list by adding track and build packs to the layout and including additional trains. 

The following is a full list of the items involved should you start with the James Passenger set (this is very slightly the cheapest way of doing it but there isn't a vast amount of difference regardless of which set you start with).  The trakmat with the layout printed onto it is included in each set to begin with:
